Russ Headlee is the Senior Bureau Official for the Bureau of Cyberspace and Digital Policy.  A career Foreign Service Officer, he most recently served as Acting Chief of Staff to the Under Secretary for Economic Affairs and as a member of Secretary Rubio’s Policy Planning Staff.  His previous domestic assignments include Director for Jordan and Lebanon at the National Security Council, as well as roles in the Office of Macroeconomic Affairs and the Office of China Coordination.  Russ has completed overseas tours in Israel, Iraq, and Thailand.  Prior to joining the Foreign Service, he served in the United States Navy and the Peace Corps.  A Nebraska native and graduate of the University of Nebraska, Russ was awarded the honorary title of Admiral in the Great Navy of the State of Nebraska by then-Governor Pete Ricketts in 2021.
