CASE STUDY: OUTSCALE and TELEHOUSE Advance Sovereign, Sustainable AI

AI-ready infrastructure of Telehouse supports high-density GPU environments, sovereign cloud delivery, and sustainable innovation

As artificial intelligence adoption accelerates, infrastructure requirements are evolving rapidly. Higher-density GPU platforms, increasing regulatory scrutiny and growing sustainability expectations are reshaping how cloud environments are designed and operated.

3DS OUTSCALE, a Dassault Systèmes brand, provides cloud services designed around sovereignty, security, and sustainability. Its platforms support Dassault Systèmes applications as well as external customers with demanding compliance requirements.

Through its public cloud services, OUTSCALE secured the ANSSI SecNumCloud 3.2 security visa, positioning it among the early providers to achieve this level of sovereign certification in France and reinforcing the growing importance of trusted cloud infrastructure across the French and European market.

Telehouse supports this environment through its France campus in Magny-les-Hameaux, enabling customers to host critical workloads within France while benefiting from resilience, security and high availability.

With AI accelerating, both organizations focused on two key priorities: maintaining sovereign control over data, while enabling the next generation of high-density AI infrastructure.

Challenges

  1. Sovereign AI governance
For OUTSCALE’s customers, sovereign AI is not only about where workloads run, but how data is governed. Customers must retain control of their data and ensure AI providers cannot use it without consent.

  2. Liquid cooling requirements
Modern GPU platforms significantly increase power consumption and heat density. Supporting these workloads increasingly requires the transition from traditional air cooling to liquid-cooling-ready infrastructure.

  3. Sustainability expectations
OUTSCALE has also set high environmental standards for its infrastructure. As AI deployments scale, balancing performance with responsible energy use remains essential

Solutions

Rather than operating as a traditional supplier relationship, 3DS OUTSCALE and Telehouse adopted a co-construction model, working together to address infrastructure, cooling, and operational challenges as AI requirements evolved.

This close collaboration enabled both organizations to test new facility approaches, reduce deployment risk and align infrastructure readiness with OUTSCALE’s AI roadmap.

A key focus has been enabling AI-ready, high-density hosting built around liquid-cooling-ready infrastructure. Telehouse recently completed a new development phase at the Magny 2 data center within the TH3 Paris Magny campus, delivering high-density infrastructure designed to support next-generation GPU platforms while improving energy efficiency and supporting sovereign AI deployments.

Alongside this infrastructure evolution, OUTSCALE continues to expand its sovereign AI ecosystem with partners including Mistral AI, reflecting growing demand for trusted AI capabilities delivered within sovereign environments.

  • The future of data centers will be sovereign, intelligent, and sustainable, but that future must be built now. Our partnership with Telehouse gives us the digital foundations to support AI at scale while maintaining the level of control our customers expect.”
    Arnaud Bertrand
Chief Technology Officer & SVP Research & Development, 3DS OUTSCALE, Dassault Systèmes
